          <overview>As part of the American Recovery and Reinvestment Act of 2009 the National Oceanic and Atmospheric Administration (NOAA) awarded a $1.3 million contract to Complete Building Corporation from Charleston, SC.  The funds will be used to repair the NOAA Galveston Laboratory that was damaged during Hurricane Ike in 2008. The Galveston Laboratory provides scientific research and is the only federal facility dedicated to the captive rearing of sea turtles.</overview>
